2.1 About The Lifeline Program

The Federal Lifeline Assistance Program was established in the 1980s by the Federal Communications Commission (FCC) during the Reagan Administration. The program originally provided low-income individuals and households discounted and FREE landline phone service. In 2005, the program was updated under the Bush Administration to include wireless phone services.

The goal of the Lifeline program is to ensure low-income households have access to basic cell phone services so they can stay connected to family, friends, work, healthcare, job opportunities and 911 emergency services.

  • Your total household income is at or below 135% of the Federal Poverty Guidelines (FPG).
  • The table below provides the maximum income you can have to be eligible for service. Your income must be at or below the guidelines to qualify.

2.2 How do I qualify for the Lifeline Program?

Only eligible individuals may enroll in the Lifeline program. Lifeline service is limited to only one wireless or landline Lifeline benefit per household. You also cannot receive Lifeline benefits from multiple service providers.

According to the Lifeline program, a household is defined as "any individual or group of individuals who live together at the same address and share income and expenses." You may be eligible if you live at an address that consists of multiple households, such as a nursing home or homeless shelter.

Eligibility for Lifeline varies by state, however, eligibility can be easily determined if you meet ONE of the two qualification criteria below:

  • You participate in a government assistance program
  • Your total household income meets your state's Federal Poverty Guidelines

How do I qualify for the Lifeline Program?

1. QUALIFYING GOVERNMENT ASSISTANCE PROGRAMS
